Nyvia is a multi-agent AI physician system demonstrating that AI-assisted clinical care can be made safe enough for regulatory deployment. Built for the Arizona governor's office and modeled on Utah's Doctronic pilot. The system handles prescription renewals and urgent care encounters through a two-agent diagnostic consensus loop, with safety gates that are deterministic (never LLM-based) — drug interactions, dosing limits, controlled substance blocks. Every clinical decision is logged to an append-only audit trail with mandatory clinician-in-the-loop review. Phase 6 is complete: 120+ formulary medications, 50 critical drug interactions, 3 clinical guidelines, and a safety regression suite where zero failures are allowed. The policy layer includes a draft Arizona AI Healthcare Act with concordance vignettes as supporting data.
